The Varna Court of Appeals is the third largest in the country among the courts of its rank. By decision of the Senior Judicial Council from December 1997, appellate courts and appellate prosecutor’s offices were created in Sofia, Veliko Tarnovo, Plovdiv, Varna and Burgas. The activity of the appellate courts is regulated by the Judicial Power Act according to which they review lawsuits initiated as per actions and protests against the decisions of district trial (or first instance) court in its judicial area.
On January 21, 1998, as per its decision, the Senior Judicial Council established that the judicial area of the Varna Court of Appeals comprise the district courts of Varna, Dobrich, Shumen, Targovishte, Razgrad and Silistra.
The Court of Appeals manages the organization in order to improve the activity of the courts enumerated above, regularly audits their work, analyses and summarizes both its own practice as well as that of the district courts in its judicial area, and organizes the further training of the judges.
The Varna Court of Appeals consists of civil, commercial and criminal divisions.
According to national statistical data, the Varna Court of Appeals achieves distinctly good results as per the indicators monitored by the Senior Judicial Council such as the speed of administering justice, timeliness, efficiency and the quality of the judicial decisions. The scale of the social and educational program of the court also commands respect. The media policy in the whole appellate area is unified in its messages and mission.
